The Baku refinery’s modernisation project is scheduled for completion in 2018 following an investment of around $1.27 billion.

The overall refinery capacity will be increased from 6 to 7.5 million tons per year (MYPY).The catalytic cracking unit capacity will be increased from 2 to 2.5 MTPY, and Euro 5 standards will be established for all refined products. The modernization of the Heydar Aliyev Baku oil refinery will begin immediately and will be completed by late 2018, with an estimated capital cost of $1 billion USD for the total project.

Rahman assigned to the project as Client side Deputy Lead Engineer in the area of Electrical and Instrumentation & Process Automation System.

SOCAR started the implementation of the construction of the new Oil and Gas Processing and Petrochemical Complex (OGPC). Contracts have been signed with the world-renowned companies as "Technip", "Foster Wheeler", "UOP", "FLUOR", "KBR", "Societe Generale", "PricewaterhouseCoopers", "OMNI", "Clifford Chance" and AECOM

Rahman was  Responsible for FEED and EPC of the electrical and instrumentation facilities comprising new MV substations fed directly from Thermal Power Plant as well as local power authority national grid, MV Motor/VSD system and auxiliary switchroom / control room complex. Scope included interfacing with the local power authority to define and manage the power supply requirements and agreements.
